Quick Add Menu is Getting Decluttered

If you're going to make a major UI change like this it should be configurable, period. This is a major disruption to our normal process and now we have a huge whitespace at the top for no reason. Power users of Jira have been confused and where the buttons went, not to mention new users. 

There is no 1 size fits all solution, that's why configuration is key just like all the other configuration options available at the project level.

Please fix this ASAP, it's been long enough.

It's now April, and I'm very concerned that https://jira.atlassian.com/browse/JRACLOUD-85131 is still only in "Gathering Interest" -- we need the ability to at least pin the essential options.
