Hi @Николай Васильченко welcome to the community.  I did a google search and found this information.  

If you deleted your own account, there is a 14-day grace period during which the account is temporarily deactivated and can be reactivated. 

1. Log in: Go to id.atlassian.com/login and enter your email address. 
2. Cancel the deletion: Select the option to cancel deletion or reactivate during this 14-day window. 

If it's been more than 14 days, the account and the personal data can't be recovered.
