无法设置附件的下载权限

请问可以设置issue里面的附件下载权限吗？，希望可以针对user或者group可以设置是否可以下载附件的权限

There is no way to stop people downloading an attachment.  If they can see the attachment, they can download it.  That is not a limitation of Jira, that is how the internet works.
