Looking for automation rule whenever the first issue in an Epic is moved to status "ready for development", transition the status of the Epic to Implementing automatically.
Jira Automation can achieve this quote easily. You can set the trigger to Status changed i.e when issue changes to "Ready for Development", and move the parent to Implementation if not already in that status.
Not sure if any Workflow Post Actions can achieve the same results.
