Project Mirroring is a common use case for synchronisation.

Exalate - another option available on the Atlassian marketplace - can work for you straight out of the box. But it also offers great flexibility through scripting functionality.

Are you looking to move your Jira instance from one server to another or are you looking to sync two Jira instances? 

If you are looking for information on how to migrate your Jira instance to another server, then check out Migrating Jira applications to another server. Here is an other option, Migrating projects to another Jira instance. If you are looking to sync projects/issues between two instances there are apps in the Marketplace that you can use, for example Backbone and Exocet just to name a few.
