A concept for a scoping tool in JIRA

As a project manager, I'm working on a concept for a scoping tool in JIRA. 

Ideally, I want to be able to clone automatically the epics of engineering teams with a given Fix Version/s into epics with label “Documentation”. Then I want to create dashboards per release with filters, using the Documentation label.  These boards would enable technical writers to create stories for each epic. In best case scenario, calculated fields in JIRA should provide scoping estimates based on the writers' input and some logic.
As I'm new to Jira, I would like to gather some best practice and estimate what is possible in JIRA, and what are the alternatives.
