AP.jira.openIssueDialog does not work in some environments

My plugin using AP.jira.openIssueDialog . In some environments, when it call AP.jira.openIssueDialog(), it doesn't display dialog and show a warning in console

Connect: Async Modals is not available

Anyone knows the reason ?
