API User Limitation

Speaking specifically about on-prem (server) instances, Is there a way in Bitbucket/Confluence/Jira to enable/disable individual users API Access? If that is not possible, is there a way to rate-limit API usage?

Adam, 

I don't think this is possible with the Atlassian tools. A lot of the JIRA functionality operates using REST API's to fetch information it needs. Disabling it could cause issues.

I would agree that disabling it completely would be problematic. My goal is to either limit the number of requests made by users if possible in a certain time period, and/or disable api access completely for other users.
