Ability to make a Project Private

I was wondering if the FREE version would support a project only accessible by myself as I am the person who created the account.  I've read that Next-Gen templates might permit this, but I don't even see them as a option.  Perhaps they are no longer next-gen?

Hi Nick,

Next-gen projects have been re-branded to Team-managed projects. You can't control permissions for Free versions/subscriptions. So anyone who is added to a Jira instance is automatically added as an administrator on every project.

In the free version, according to this document all users have administrative permissions. Administrators Will be able to access all projects.
