Accent details field after upgrade to version 7.7.0

I have upgraded my jira server from 7.3.8 to 7.7.0 and now I can't see accents in details field but I can see accents in other fields.

Now the accents appear like �

• Do you see this in all browsers?
• What database are you using, e.g. Postgres, MSSQL, etc.?
• What is your collation set to?

In addition to the answers can you please also post a screenshot of what you're seeing and we'll go from there.

I've tried in all browsers that I have (Chorme, Opera, Firefox)

I use Oracle 12c

I use UTF-8

As you can see in the image, the problem it's only in the "Description" field
