Access User Management

I am using the JIRA application for Project portfolio management. I want to create a user who has a right to create, modify JIRA users and create, modify Groups, assign JIRA users to groups and reset passwords but these all rights only have administrator user and administrator user will also view all options on JIRA like APPLICATION PROJECT, ISSUES, MANAGE APP, etc.

I want to create developer users and user management users separtly.

You can have 2 separate developer and administrator  

You cannot restrict Jira administrator from viewing project, issues,  because they are super user and they have right to manage project, issues plus admin level task like adding user in groups and all. 

you can put restriction on developer group

Do I understand correctly that you want to create a user who ONLY has access to manage users and does not have access to other administrative functions?

If so, that is not a supported feature of Jira.

Yes, I want a user who has only user management TAB access.
