Hello, I wanted to use Jira and Confluence, which I haven't used for a while, where I had structured things, but the pages tell me they are unavailable.

When were you last successful in accessing that information?
Were you using Free subscriptions?
If you were using Free subscriptions and you have not access an app for 120 days or more, then Atlassian will cancel the app subscription due to inactivity. Atlassian will send multiple emails warning that there has been no activity and the subscription will be cancelled.
They will send another email when they actually cancel the subscription.
They will hold the data for a short period of time (only 15 days if all product subscriptions for the site are Free), and then they will permanently delete it. During that 15 day window you still have the chance to reactivate the subscription and get your data back.
Before permanently deleting the data Atlassian sends another email.
If you have Free subscriptions that have run through this timeline, then your data is permanently gone and cannot be recovered.

I suspect that if you havent used it for a while the billing team sends an email stating that the site would be cancelled,
This is generally sent to the billing admin

adding to Trudy's response, you can try to raise a ticket with the support team to check if there is a possibility of restoring the site (i.e. if it's within the 15 days time frame of deactivation)
