I'm Jira admin , I got request from one of the project admin. He don't want to add anyone specifically to the project, He need the project to be open and available to all the JIRA logged in users and all the JIRA logged in users should be able to assign and edit the tickets. is this possible?
If yes, what level of access should i grant the users so that they can create the ticket, move the ticket from one status to another and even get the tickets assigned to themselves?
How can i grant the users this access?

welcome to the community!
you can create a permission scheme for this project and assign it, where you give the necessary permissions (browse, edit, transition, assign, assignable,..) to "Application access (Any logged in user)". Make sure not to give it to "anyone", as that will open your project to the public (entire internet).

Is the project a Team Managed project or a Company Managed project?
The suggestions concerning Permission Schemes apply only to Company Managed projects.
If the project is a Team Managed project, then the project administrator can change the Access for the project to "Open" to allow any logged in user full access to the project.
