Accessing Jira date/time format settings from plugin

In Jira Server and Datacenter you can configure date/time format settings on the Look and Feel page by Jira administrators.
I want to use these settings in my plugin resp. app in my velocity file HTML template resp. JavaScript code.
Is there a possibility to access this settings e.g. via AJS? Or any other idea?
