New to Jira.
We are evaluating Jira Data Center for our classified internal environment.
Would there be a way to insert a banner on the web interface of Jira as a reminder that the user must adhere to security practices when entering data in an issue, project, or any other record in Jira?
Years ago, we set up our SharePoint interface as such and security folks would expect the same for Jira if we were to use Jira on our systems.
Is this possible?

You can use the announcement banner to do this, take a look at Configuring an announcement banner for more information.
If I may ask a further question, is there a possibility of setting up a pop-up message when a user logs into Jira (Data Center) that they would need to acknowledge, i.e. click OK, before proceeding? Some software or web sites may refer to this as the MOTD (message of the day) feature.

Hi, you can modify the login page itself with the disclaimer.
If you're using a 3rd party saml provider such as Okta, you'd want to review their documentation on the login screen they provide.

These modifications you have to typically redo when you upgrade your applications as they get over written. When upgrading Jira you do get warned that you have modifications that it's about to undo.
