Add a button on the Release page

I'd like to write a plugin, that adds a button on the Release page, ideally next to the "Release" button, that:

1. Formats all the issue titles in the release into a certain format
2. Copies that string into the users clipboard
3. Opens a new page to a particular URL.

Before I look deep into how to write a plugin, I just wondered, is this something that would even be doable?
