Add a validator to all workflows

How is it possible to add a validator to all workflows? Or, for all projects, prohibit closing tasks with open subtasks

You must share the modified workflow with all projects and issuetypes. Unsure if that is indeed what you would want. Otherwise modify each workflow as needed.
