I've upgraded to Jira premium so we can stop being limited to the epic --> Story --> sub task hierarchy but I can't see to find a way to add additional hierarchy levels above epic and between story and sub-task.
All the references I found online are in regards to advanced roadmaps which is not what I'm looking for.
I want these hierarchy levels across all of Jira.

The additional hierarchy levels you can add are part of Advanced Roadmaps, which is an integrated part of Jira Software Premium. So if you upgraded, that is the way you get access to additional hierarchy levels. You can extend your hierarchy from Settings > Products > Advanced Roadmaps hierarchy configuration as described in this support article. True, visualising that hierarchy requires you to create advanced roadmaps plans.
If that is not what you are looking for, you might be looking for a marketplace app like ALM Works' Structure, which allows you to extend towards custom hierarchies, but without the roadmap aspect.
It all depends on what you actually want to achieve ...

Hey, I want to create a hierarchy level above epic and a new hierarchy level between story and sub-task.
If I understand correctly - If I create these level in a plan in advanced roadmaps - this hierarchy does not exist outside of the advanced roadmaps feature.
So I don't think hierarchy in advanced roadmaps solves my problem. Am I wrong?
What are other alternatives?

You don't create the hierarchy in a plan. You create it in the global settings of Advanced Roadmaps and it exists for your entire Jira instance. But you need one or more plans to visually represent the issues in that hierarchy.
I already listed Stucture as a strong candidate. But for more options, have a look at the Atlassian Marketplace (the link contains a filter to get you started).

You can use issue links to create your own hierarchy above and below Epics.
To visualize the hierarchy based on the issue links, we have created an app to track the progress at each level,
