I am able to create the issue on jira from my application without authentication but not able to add the attachment to that issue. I am using Rest API.
https://HOSTNAME/rest/api/2/issue/{IssueId}/attachments
Please suggest How anonymous user can create attachment to the issue.

Do anonymous users have Create Attachments access in your Jira project permission? if not then please add them and see if that works.
