I want to add CLOSED, REOPENED and REJECTED into my status and workflow. Please see attached image, I can only choose To Do, In Progress and Done.
I recreated the jira agile scrum project and I can add the status in board.
I see from your image that you are working with a Team Managed project (see the bottom of the navigation pane).
Refer to this document home page for more information on working with workflows in Team Managed projects.
The reply from @Pramodh M is for documentation on working with workflows in Company Managed projects. That does not apply to your scenario.

I wonder even if the users see project settings, why don't they explore what is there in that options or what does issue type do ?

Do you have Jira admin permissions, if yes please refer to the documentation here to know more about how we can configure workflows for projects

You will need to add those statuses to the workflow for this project.
Go to Settings > Issues > Workflows
Find you workflow and click edit.
For Team-managed projects, click on Project Settings > Issue Types > Edit Workflow
