Add test steps to existing test case using ZFJ Importer tool's Issue Key field

Has anyone been able to add test steps to an existing test case using the ZFJ-Importer tool? I'm trying to use the Issue Keys field but instead it's creating a new issue each time rather than add steps to an existing one.
