I made a copy of my workflow and added a "code review" status. After publishing this workflow, about half of the issues are working as expected, but a large part of the issues in the backlog (but not all) can only transition to the new status, and others do not show up as able to transition to. Need suggestions on how to fix this issue. I'm not sure why all issues are not the same using the same workflow. Thanks!

I've assumed this is a Company-managed Project from the question's details - let us know if it's Team-managed.

Each status has an inward transition and there are no conditions on any of the statuses.
We decided not to use the new workflow and I have gone back to the previous workflow we were using and it has gotten worse. Now this is an emergency!

Is the first Status when you create an issue "Ready for Implementation"? From your screenshot, it looks like it should be "Backlog"
I'd recommend...
...and see if the problem persists. This way, you're not trying to modify an existing Workflow - you're starting fresh :)
