Adding a watcher is not possible allthough permission is correctly set

Adding a watcher to an issue is not possible in JIRA 6.4.1 allthough the permissions are correctly set for the project. The user has the permission "Manage watchers"

We use IE 11.

After a refresh of the page with F5 it is suddenly possible to add watchers.

What is happening here? is this a known bug?
