Adding email to salesforce issue

I have added an email address so that users are able to email this address and open tickets in JIRA, all is good besides the fact that it stays that the said user(email) needs access to JIRA this was also granted. User has access to JIRA however in user management it says 'Has access' and 'invitation pending' what is this?

I am able to login as that 'user' as you can see by last activity, and do things within the project - meanwhile it says 'invitation pending' and thus errors out because of an invalid license - any help would be greatly appreciated.

Also to add -  in this situation the 'actions' column usually has a 'resend invite' option. however this time around its user management.
