Evaluating whether Jira Data Center would server us as our issue tracking tool on our internal classified environment, i.e. Jira Cloud not possible.
Can we add custom fields with defined values to an issue type? I see we can add Versions and Components but we would need more than those.
Also, if there a way to make those custom fields mandatory or optional given the current Status of the issue and the Transition attempted?

Yes - Jira provides several types of custom fields that are available on Data Center/Server or Cloud.

Yes - You have some flexibility within Workflows to enforce field requirements through validators, conditions, or adding them to a transition screen where the user is prompted to provide data as they attempt to transition to the next status in the workflow.
