Adding to a select list

Is there a way (or a cloud instance add on) that would allow users to add more entries to a drop down select list without having to dig into the custom field settings? The idea being is that I start out with X options in the list and the few users we have can add more options as we need and everyone would see the new entries in the drop down select list.

Using Label Type Custom Field is better option in this scenario.
