Adding users to a Teams group in Jira Cloud

I can add some users to a group in Teams in Jira Cloud, but for some others I get this message:

Do the users you are trying to add already have access to your Jira product? Are they a member of your Organization (the structure under which your Atlassian Cloud products exist)?

Yes, they can access Jira Cloud and can access projects, they are members of the organization.
