We've been migrating old issue systems into Jira. Using the Import/CSV tools, the issues and comments can be added with the original reporter.
The process is pretty easy, so that new user imports can get an admin defined email suffix (examples: first.last@not.real or first.last@dons.import) so that I can easily find and disable users that are long gone, yet keep the history.
In this new paradigm, does it matter if the email is fake?
I don't think there would be any problem in adding dummy email except from the log files (atlassian-jira-outgoing-mail.log) being filled with error, if you choose an option of sending an email to all the newly created users.
