I have 2 software projects that use the same application delivery permission scheme. With one project I can add watchers. The other project I can't. When I click on the EYE there is no field showing Add Watchers.

To whom is the Manage Watcher permission allocated in the Permission Scheme allocated to the project?
If it is allocated based on Project Roles, are you a member of the specified Role(s) in both projects?
Had a colleague work with me on this as he had the same issue. We found that older projects Add Watchers worked properly but not an any new projects created. Not sure if there were any changes on the back end of our jira as we are not responsible for this. We found that if we added a single user or Any Logged in user permission it worked so just continuing on with this set up.

When you are on a Free plan all users are granted the permissions equivalent to project administrators without being explicitly added to that role in projects. And in the Free plan you cannot actually customize permissions and project role memberships.
Because of this, if you have in a permission scheme permissions that have been limited to specific project roles, that will effectively deny that permission to everybody in the project, because in the new projects that you created after changing to the Free subscription you will not be able to assign users to project roles.
For your new project you will have to change the permissions to be granted to all logged in users.
