Admin for only 1 poject

I have two users I need them to be admins to only one of our project. When I add them to be an admin for the project under permissions and  roles it still doesn't allow them to make changes to the project or custom the custom fields.

I need them to have the ability to edit custom fields and edit their project but not see all of the other projects. Can anyone help me with this?

A project admin can only do so much and what you are describing is at the JIRA admin level.  You can learn more here:
