I need to be 100% sure that anyone with the Administer Jira global permission is able to adjust workflows, fields, issue types, and all kinds of schemes for company-managed projects.
I had a bunch of users as site admins because I thought that was the only way they could edit company-managed project workflows, but they don't need the ability to add users, so I switched those users to the administrators group which is assigned to this global permission.

Yes, users in the administrators or jira-administrators groups are considered Jira Administrators and can create and edit the objects you list in your question for Company-managed projects.
