The Time Tracking Report seems include the information we are looking for however, there doesn't seem to be a way to have any meaningful filters.
i.e. just to report in a range of time, a specific story or developer....
Is there a way of configuring these reports that I am not seeing, or are Jira reports still in need of work?

Hi, in this report you can only filter by version...
You can create filters and use the "filter results" gadget in a dashboard using the columns "original estimate", "time spent", "remaining", etc.
Or you can use an app like "time sheets reports and gadget" or "tempo timesheets"

if you are looking for advanced time tracking reports maybe you should have a look on xPort - Custom Worklog Export for Jira.
You can set a lot of filters, define your own templates and easily export all the things!
