After a power outage, our customer portal is a blank page. Restarted service/server, but problem persists.

Can you please confirm if the agent portal is still accessible.
If the Service Desk project is not accessible by agent nor customer, maybe worth checking on the ServiceDesk add-ons.
If only the customer portal is not accessible, do check if the URL user is accessing matches the one defined in SD Project >> Customer channels and no proxy rule is redirecting the request to other site.
