After reimporting xml , access with recovery_admin does not work

After reimporting xml , access with recovery_admin does not work. We should move from one datacenter to another and we wanted to test producction servers for cut-over day , reimporting xml. After reimporting, all access is lost, and no access with recovery_admin is possible. It reads  setenv.sh but does not apply recovery_dmin password...., any idea ?
