A new project is separate from the old, but does not affect licencing. What matters are the people using it. If Alice, Bob and Charlie are agents in Project-1, then you need three agent licences. If Alice, Bob and Charlie are agents in Project-2, then you are fine - you have 3 licences because they're agents in project-1. They can be agents in as many projects as you want.
But if you need to add Dave and Eddie as agents in the new project (as well as, or instead of, Alice, Bob and Charlie), you're going to need another two licences to cover their agent access.
