All of my releases appear to have all the tickets from previous releases, is this normal?

On a project using Kanban Board I'm seeing each release has every issue from previous releases.  Each issue has multiple fixVersions (from previous releases).

I was expecting to be able to click on a Release and see only those tickets/issues from that one release (with a single fixVersion).

Is this normal?  If yes, is there a way to handle releases the way I'd like?  If no, what am I doing wrong? :-)
