I'd like the Development section on a ticket to only be visible when a specific status has been set in the workflow.
Is this possible? Or is the Development section either on or off for a project?

By 'section' I presume you mean part of the screen. JIRA doesn't have field level security so you can't limit the fields base on workflow status. The closest you can do is put the desired fields on a transition screen only certain project roles can execute and they can update the fields. You may need to do that in several places if they will need to be updated.
Sorry to open an accepted and resolved issue, but I've been trying to figure if/how I can show the Development section as part of a workflow screen, and your answer here suggests it might be possible?
I want the status of development to be visible during the transition so that the developer can confirm that the PR is merged before moving through the workflow (but not looking to automate this just yet - baby steps!).
Appreciate any help you can offer!

@Mat You can limit who can update/edit fields by using the transition workaround. However you need to put them on the view screen so everyone will be able to see, but not edit/update them. If all you want to do is show the fields during a transition my solution will work, but based on my experience simply showing a field doesn't mean the user will really look and act on what they see. Users tend to ignore any filled in field and only populate fields that are required.

The Development panel cannot be controlled based on the status of the issue. It is controlled by your project permission for View development tools.
