Deleting issues permanently deletes them from the system making them unrecoverable. It is ill-advised to enable this permission for anybody outside of the Administrators.
I recommend that you instead consider using another status to indicate an issue should be deleted. You could have notifications sent to administrators when that status is used to prompt them to confirm that the issue should actually be deleted.
Otherwise, you might be able to do what you want through the use of Workflow Properties. Refer to

You would assign the workflow property jira.permission.delete.reporter to every status in each Workflow for each issue type in each project where you want this implemented.
Note I haven't tested that, but theoretically it should work.
I wholeheartedly agree with @Trudy Claspill. Disable Delete permission for everyone except admins!
To add a little to the alternative she suggests, you might consider using Automation to truly delete the 'faux' deleted issues that are older than 30 or 60 days every X days.
However, if you still want to proceed, in addition to the workflow approach Trudy suggests trying, you can also try this simpler (IMO) approach:
Update the project permission schemes so that it says "Delete = Reporter" (and no others). People will then be able to delete issues they created but not others.
