Allow user to have the ability to add labels to tickets when they currently don't

Hi Guys, 

Really simple one I hope, I would like to give permission to a user to have the ability to assign existing labels within our project.

The edit permission in the project's permission scheme gives this ability to the user. But he would be also able to create new labels in the system.
