Backlogs are not a function of projects, they are part of a board.

To get one backlog across two projects, simply include both projects in the one board (Note, this can only be done with Software boards, not the project boards that are in Core "business" projects)

A backlog exists in a board, it's nonsense to say "backlogs in another board"

Boards are a view of issues that they select from the pile.  If you change data "in a board", you aren't changing anything on the board, you're changing the issue being viewed by the board.  So those changes will show whereever you are looking at the issue.
