Ive done some digging regarding anonymous and confidential Jira issues. However, none of the other questions have touched on the two deep dive details I am looking for. Any help would be greatly appreciated!
I know Jira allows for confidential reporting, but will the project need to be opened to more than the company managed workforce? I ideally need anyone, inside the company and third-party vendors to submit an issue anonymously.
Jira has issue security levels to keep certain issues within a predetermined group. However, do Jira admins that are outside the security level still see the issue? What I ideally need is that the issues are solely visible to only the members in that security level, not even the Jira admins.
Is there a certain jira platform that is required to unlock features suggested?
Org/site admins will have access to all projects and issues even under issue security. There has to be a admin able to oversee all things.

Even if I were an Admin other admins not associated with the project could still see the issues, no matter the security setting correct?

It depends on the type of admin. Project admins could not if they were not a project admin of that project. System admins could.
