Any apps that will allow users to Manager Releases without being an admin on the project?

Currently we have Version Manager installed in our Jira software but we are moving to Data Center soon and that app is not compatible with DC. 

So I was seeing if anyone new of anything that could allow users to manage the releases without being and admin similar to the Version Manager application that is available in Jira Software?

How do you define managing releases. You can give any non-admin permissions to schedule issues, manage sprints. 

however, they need to be a Project admin to manage versions- managing-versions
