We have a need to integrate Service Cloud from JIRA and we just need to show Service Cloud case details as read-only under respective JIRA ticket, similar to Zendesk integration using 'Zendesk Support for JIRA' app/plugin for Zendesk. Is it possible using any JIRA app/plugin?

I understand you want to show cases from Salesforce Service Cloud in Jira. The only marketplace add-on I could find that works with Service Cloud right now is this migration assistant designed to move data from Service Cloud into Jira entirely. I don't think that really matches the need you described.
What I would recommend doing is contacting one of our partners with development experience by selecting Custom Development in the Services list on the search page. Service Cloud seems to have an API that would lend itself to getting the information you're after. With some piece of information to tie things together (an email address, Jira issue key in Service Cloud, etc) it would be reasonable to build an app that connect the two systems and display relevant information in Jira. Unfortunately it doesn't look like that kind of app exists for Service Cloud today, but a partner would be able to help develop one.
