Application Links - Do Both Incoming and Outgoing Authentication Need to be Set?

In the past I have created application links between JIRA and FishEye/Crucible where I am an administrator on both systems.  Those links have had both the incoming and outgoing authentication set in both apps. 

I am now trying to create a link between my FishEye/Crucible server and a Stash server where I am not an administrator.  The administrator of the Stash server sent me a link generated in Stash to create my link from FishEye/Crucible to Stash.  When i view the settings, the incoming authentication is configured but the outgoing authentication is not. 

Is this normal?

They should both be configured.
