Application access & license usage

jessica_huebner April 24, 2025

I am in the process of migrating from an unsupported on-prem environment to cloud. Going through various permission settings, I noticed I have 4 different groups that appear under Application access in my on-prem admin settings. 2 of the groups are ADMIN and 2 of the groups, presumably, are DEFAULT access. These are the groups currently listed in my on-prem Application access:

  • jira-administrators (ADMIN - this is a system default group)
  • IT - JIRA Admin (ADMIN - this is one of my own user groups I created)
  • jira-software-users (presumably DEFAULT - system default group)
  • JIRA - Access (presumably DEFAULT - thisd is one of my own user groups I created)

My questions are as follows:

  1. Are users who are members of any of the groups listed above utilizing a license or only the non-admin ones?
  2. If a user group is part of a project role that is then used in a permission scheme of an active project, does that utilize a license?
  3. If a user group is part of a global permission other Administer Jira, does that utilize a license?

Hello @jessica_huebner

License utilization for self-hosted Jira is not based on user groups being used directly or indirectly in Roles or Permissions. It is based on the members of groups specified in the screen found at Jira Administration > Applications > Application Access.
