you are editing a draft workflow. The step 'On Hold' has no outgoing transitions in the Active workflow, so you cannot add any outgoing transitions in the Draft workflow.

Hey @Yash Pradhan ,

the solution is the following:

• make a copy of the workflow
• assign it to the workflow scheme (add the workflow in the project settings and assign all issue types to it. The other one will be removed automatically)
• as soon as your workflow is inactive, make the desired changes
• assign it to the workflow scheme of the project again

The error message already gave it away, you have limitations when editing active workflows. So make it inactive. :) I hope this helps.
