Are these just starting points? ie. can i choose "task management" template and then add additional complexity to that until it resembles something like the "Process Management"?

They're not "just" starting points, they are intended to be used as is.  Quite a lot of people do use them off-the-shelf.

But, you are absolutely right, you can think of them as starting points.  Use one, then when you need more, you can, and definitely should, add more to them.
