As a Jira cloud user, I am unable to log a potential bug. Can anyone provide me with a link?

The new Jira view of an issue does not allow a permissioned administrator to remove a time log entry.  Switching to "old view" allows me to do this in the activity section.  In the "new view" a hover over the log entry does not provide the expected tools to delete the entry.  Any thoughts on where I should log this?
