Assignee Field's dropdown only displays a group of users instead of Suggestions and All Users

Dear Jira Experts,

Is there a way to set Assignee Field so when the Reporter clicks the Assignee, the dropdown only displays Automatic, Unassigned, and a group of users who belong to this type of Issue?

As you can see in the attached screenshot, when I click the Assignee dropdown it shows Suggested Users and All Users. Is there a way to set it so it only shows a list of users who are pre-set to handle this specific Issue type?

Jira projects include in their Permission Scheme a permission for Assignable User. Those are the only users that should be displayed in the pull down.

The Assignable User permission applies to all issue types in the project. It can't be set in a way to have different lists for different issue types in one project.
