I hope this message finds you well. I am currently utilizing Jira Data Center for project management purposes. I have been granted both the project manager and board administrator permissions. However, I have encountered an issue where the Sprint Create function is disabled, preventing me from creating new sprints.
Could you please advise if there is a way to enable the Sprint Create feature? Your guidance on this matter would be greatly appreciated.

My first question is:
Do you see the "Create Sprint" button greyed out, or do you not see it at all?
If you don't see it, it might be because you created a Kanban board, which doesn't have the sprint functionality.

If you see it greyed out, it could be because you don't have the permission to start the sprint. In that case, you need to request to be added to the group that has the permissions to start or close a sprint.
Thank you for your prompt response. As per your instructions, I have verified that the Sprint Create button remains grayed out and is indeed disabled. For your reference, I would like to note that I have been granted the permissions to Edit Sprints, Manage Sprints, and Start/Complete Sprints within our Jira project.
Could you please advise if any additional permissions are required to enable the Sprint Create functionality? Your further assistance on this matter would be greatly appreciated.

Based on your latest information, if you have the "Manage Sprint" permission (which allows you to perform many actions including creating sprints),
it leads me to think the problem might be related to the scope of your board. Can you check if you have this permission for all the projects within the scope of your board?

Upon checking the board's configuration settings, it appears that only one project, for which I have permissions, has been added to the board. Could you please advise if there are any additional aspects or settings that we should review?
